Opportunity: Organic Technical Science - Analytical Services

Description 

The U.S. Fish & Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA is seeking analytical capability to perform organic analyses; specifically, Organochlorine Pesticides, Aromatics, Aliphatics, and PCB analyses, as well as other organic analyses in soil, sediment, animal or plant tissue, and water. This solicitation will result in multiple Blanket Purchase Agreements (BPAs) to provide Technical Science - Analytical Services in support of the USFWS. The primary goal of the USFWS, a Bureau of the Department of the Interior, is to work with others to conserve, protect, and enhance fish, wildlife, plants, and their habitats for the continuing benefit of the American people. Attainment of this goal requires continual collection, analysis and synthesis of new information on which wise and timely management decisions can be based. As a part of this decision making process, the Service has the responsibility for determining the effects of environmental contaminants on organisms and their habitats. A significant part of this responsibility requires the determination of trace amounts of organic compounds in fish tissue, wildlife, invertebrates, plants, water, soil, and sediments. The performance period will be for a base of one year, and four subsequent one year options. Additional specifications will be provided in the Statement of Work, included with the solicitation. Evaluation criteria will be defined in the Solicitation. The primary North American Industrial Classification (NAICS) code for the procurement is 541380, with a small business size standard of $15.0 million. It is anticipated the solicitation package will be issued around July 17, 2017, and proposals will be due 30 days after the solicitation is released. The anticipated award date is November 17, 2017. This acquisition will be issued as a full and open, Request for Proposal through FedBizOps. Award shall be made to the responsible offeror whose proposal is determined to be the most advantageous to the Government, with appropriate consideration given to all the evaluation factors. The Government will issue the solicitation via FedBizOps. Proposals will be received electronically, with instructions provided in the solicitation. All responsible sources may submit a proposal which will be considered by this agency.
