GENERAL INFORMATION: The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Presolicitation Notice for Hazardous Materials Abatement and Demolition Services for Humboldt Bay National Wildlife Refuge (NWR) - Loleta, CA. THE WORK CONSISTS OF: - Contractor shall remove and properly dispose of lead, asbestos containing materials (ACM), asbestos containing construction materials (ACCM), regulated asbestos containing materials (RACM) and universal waste, as indicated in the attached Hazardous Materials Assessment Survey, dated October 23, 2015. - Upon successful completion of abatement work, contractor shall demolish and remove all materials above the existing concrete pier foundation at the Ranch House. Belowground foundations and utilities shall be abandoned in-place. EVALUATION: The Government will award a contract resulting from this solicitation to the responsive offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be sued to evaluate offers: - Offerors shall provide the résumé of their proposed Onsite Supervisor, which shows their prior experience with asbestos removal within the State of California. In addition, résumé shall include a copy of the supervisors active certification(s) to perform asbestos removal. - Offerors shall provide evidence showing they are registered in the Cal/OSHA - Asbestos Registrants Database. Registration shall be current (i.e. not expired). Additional information can be found under FAR Provision 52.212-2. SITE VISIT: Offerors are urged and expected to inspect the site where the work will be performed. Site visits may be arranged during normal duty hours by emailing the Contracting Officer, Mr. Michael Stearns (michael_stearns@fws.gov), COR, Mr. Zach Spruell (zach_spruell@fws.gov) and Onsite Coordinator, Mr. Eric Nelson (eric_t_nelson@fws.gov). In requesting a site visit, offerors shall propose a date / time. In addition, offerors shall provide the following information for each attendee: - Name of Company; - Name and Title; and - Phone Number and Email Address. Site visits may be requested up until September 05, 2016. Refer to FAR Provision 52.237-1 for additional information. DATES, SET-ASIDE INFORMATION AND GOVERNMENT POC: The solicitation, specifications and other attachments will be available for download on FedConnect (http://www.fedconnect.net) on or about August 23, 2016, with an anticipated quote due date of September 12, 2016. In order to view these documents, prospective offerors shall go to FedConnect and click on Search Public Opportunities Only. From there, change the Search Criteria dropdown menu to Reference Number, type the solicitation number into the adjacent text box and click on Search. The anticipated award date will be on or about September 14, 2016. The overall period of performance of the resulting contract will be approximately from September 14, 2016 to December 13, 2016. This is an 100% small business set-aside procurement. The applicable NAICS code is 562910 (Remediation Services) with a small business size standard of $20.5 Million.
