REQUEST FOR INFORMATION (RFI)/ SOURCES SOUGHT Title: Department of Energy (DOE) Cost Estimating and Program Evaluation Study THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. No solicitation is available. This RFI/Sources Sought is released pursuant to FAR 15.201(e), Exchanges with Industry, for the purpose of conducting market research. The U.S. Department of Energy (DOE), Office of Project Management (PM), is currently finalizing efforts to acquire services that would produce a study that will inform Department leadership by analyzing the range of benefits and costs of a Department-wide Cost Estimating and Program Evaluation (CEPE) function. The services to be acquired will be performed at in the Washington, DC metro area, including the Department of Energy’s headquarters, located at 1000 Independence Ave., Washington, DC 20585. The purpose of this RFI/Sources Sought is to solicit input and interest as well as recommended changes on the Statement of Work from interested parties with the specialized capabilities necessary to perform a study that will focus on developing a Department-wide capability for performing cost estimating and program evaluation. The capability is intended to support senior Department decision makers with independent analysis that informs whether or not to direct a new acquisition, continue an ongoing acquisition, or terminate a project or program. The scope of a proposed Department-wide CEPE function is focused on programs that conduct acquisitions that are supported by alternatives analysis and independent cost estimates. As such, this market research will assist DOE in identifying interested and capable sources in refining the study plan and acquisition of services to meet that plan to produce a study a Department-wide Cost Estimating and Program Evaluation (CEPE). Key market research goals include identifying and minimizing barriers to competition, evaluating small business capabilities, and identifying risks. DOE is also seeking to determine whether or not the full requirement can be set-aside for small businesses, 8(a) small business, small disadvantaged business, economically disadvantaged women-owned small businesses, women-owned small businesses, HUBZone small businesses, veteran-owned small businesses, or service-disabled veteran-owned small businesses. Small businesses believing that they have the capability to perform all of the work in the respective major Elements of Scope are welcome to demonstrate their capabilities. The North American Industry Classification System (NAICS) code for this requirement is anticipated to be 562910, Remediation Services, and the small business size standard is 500 employees. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS (RFP) AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT AT THIS TIME. ALL RESPONSES SHALL BE SUBMITTED VIA FEDCONNECT All interested parties are hereby invited to submit a capability statement of no more than 15 pages, and no smaller than 12 point font via FedConnect (website listed as part of this RFI). Submissions not submitted via FedConnect may not be received. Also, electronic file submissions must be less than 20 Megabytes. The Government will evaluate each capability statement based on the interested party’s demonstrated qualifications, capabilities, expertise, experience and past performance in each of the areas of expertise. More specifically, capability statements should include the following information as appropriate and as applicable: 1) Describe your ability and experience in meeting the major outcomes delineated in the Statement of Work. Identify all DOE, other Government, or other commercial experience relevant to this sources sought (include contract number, role in the effort (i.e., prime contractor or subcontractor), date, scope, duration, client, and contracting agency contact). 2) Identify any performance challenges and risks in meeting the requirements discussed in the major outcomes delineated in the Statement of Work. Identify how your organization would minimize any risks such that there is reasonable assurance of successful performance. 3) Discuss your company and/or teaming arrangement’s experience in management and integrating the scope under a single contact. 4) Provide any feedback or recommended changes to the Statement of Work. DOE reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner DOE determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested party must submit such information, the information must be clearly marked accordingly, and the interested party must provide sufficient justification as to why such information is business confidential and/or proprietary. DOE will review said information and safeguard it appropriately. The Government will not pay for any information that is provided in response to this announcement nor will it compensate any respondents for the development of such information.
