Combined Synopsis/Solicitation Request for Quotes for a High Pressure Triaxial System This is a combined synopsis/solicitation is a total small business set-aside prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 89243318QFE000033 is issued as a Request for Quotation (RFQ) and is available for downloading on FedBizOpps (https://www.fbo.gov/) and FedConnect (https://www.fedconnect.net/Fedconnect/). The North American Industrial Classification System (NAICS) code for this effort is 541715 and the business size standard is 1,000 employees. All responsible business sources may submit a proposal which shall be considered by the agency. The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), The has an immediate need for a High Pressure Triaxial System. The High Pressure Triaxial System shall be in accordance with the specification provided. All questions must be submitted electronically through FedConnect. Only those questions posted to FedConnect will be accepted. You must register with FedConnect to respond as an interested party to submit questions, and to view responses to questions. Questions will not be answered over the phone. The Contracting Officer must receive questions regarding the request for quotation (RFQ) via FedConnect within ten (10) business days after the issuance of the RFQ. The Government reserves the right to not respond to any questions received after this timeframe. All responses to the solicitation questions will also be released on FedConnect referencing the RFQ number, with copies of both questions and answers, without reference to the originating sources. This is an electronic RFQ therefore no hard (paper) copies of the RFQ and related documents will be made available. EVALUATION: An award shall be made to the small business which provides the lowest priced, technically acceptable quote. The Government reserves the right to request vendors provide documentation that validates that the products/services quoted meet the requirement (s). The Government anticipates issuing a single award from this RFQ. To be considered for award, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities and warranty data (as necessary for an acceptability determination by the Government). Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation as it compares to the item specified here in. Offers must be submitted in accordance with the requirements of the RFQ and be received not later than 2:00 p.m. Eastern Local Time on July 27, 2018.
