NOTICE OF INTENT TO SOLE SOURCE 68HE0B23Q0039 THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUBMIT A QUOTE The US Environmental Protection Agency (EPA), Office of Research and Development, Human Studies Facility (CPHEA) located in Research Triangle Park (RTP), NC, intends to award a sole source purchase order under authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Helmholtz Zentrum Munchen (HMGU) for conducting data re-analyses and prepare written data reports that can be used for publishable manuscripts. JUSTIFICATION FOR SOLE SOURCE PROCUREMENT: The proposed contractor (HMGU) is uniquely qualified to perform the services required. HMGU is a German government environmental research organization located in Munich that is the equivalent of the NIEHS in the US. The EPA has had a formal written agreement with HMGU since 2000 to undertake a series of collaborative research projects of interest to both organizations. As part of the EPA/HMGU agreements, the HMGU team has performed serval analyses for the EPA describing adverse health effects associated with exposure of people to air pollutants. This team has unique experience and insight into the analyses, statistical models and interpretation of the study data that no one else does. These are critical to maintain consistency and scientific integrity by permitting comparison of these analyses with previous analyses. EPA believes the services are only available from one source, Helmholtz Zentrum Munchen (HMGU) and there are no substitutes available. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUMMIT A QUOTE The North American Industrial Classification System (NAICS) code for this effort is 541990 and the business size standard is $16.5 M. Any interested party that believes it can meet this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 10:00 am ET on December 3, 2022. Responses must be submitted in writing to daggs.pam@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. NOTE: If you are an authorized distributor or reseller; provide documentation confirming authorization and certified capability from the manufacturer to offer the equipment identified in this notice to include warranty and support to the US Government. Responses to this notice without this confirmation from the manufacturer will not be considered as valid. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement.
