Opportunity: NOTICE OF INTENT TO SOLE SOURCE

Description 

In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. The US Environmental Protection Agency (EPA), National Risk Management Laboratory, located in Cincinnati, OH has a need for preventive maintenance and repair services for the Zeiss Laser Scanning Confocal Microscope System. Carl Zeiss Microscopy, LLC is the sole manufacturer and distributor of this Microscope System. This company is the manufacturer and has the sole capacity and accessibility to the engineering and electronic specifications to ensure accurate operation of their products. Additionally, this company is the only supplier of system for software upgrades and has direct access to original manufacturer¿s parts. No other company has a similar level of expertise with this Microscope System. This acquisition is for an annual base contract plus two option years, estimated timeframe is from September 2019 to September 2022. The North American Industrial Classification System (NAICS) code for this effort is 811219 and the business size standard is $20.0M. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy this requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 3:00 PM EST on September 10, 2019. Responses must be submitted in writing to porter.anthony@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect. FedConnect is hosted by Compusearch, all related questions from vendors/contractors will be answered by Compusearch.
