Region 5 (IL, IN, MI, MN, OH, and WI). Superfund Technical Assessment and Response Team (START) requirements of the US EPA. This requirement supports the Superfund Emergency Response program. The Environmental Protection Agency (EPA) has delegated responsibility to undertake evaluation and cleanup response actions with respect to the release or threat of release of oil, petroleum products, hazardous substances, or pollutants and contaminants, that pose an actual or potential threat to human health or welfare, or to the environment. This Superfund Technical Assessment & Response Team 5th generation (START V) requirement provides nationally consistent services to EPA On-Scene Coordinators (OSCs) and other federal officials implementing EPA's responsibilities under the National Response System, and under the Comprehensive Environmental Response, Compensation, Liability Act (CERCLA), Oil Pollution Act (OPA), and Stafford Act authorities. The National Response Framework (NRF) is the principle federal mechanism for responding to releases of hazardous substances and oil, utilizing a multi-layered network of individuals and teams for federal, state and local agencies, and industry. The contractor's expertise in assessments and analysis are considered essential to the defense and support of the Agency mission to protect human health and the environment. DESCRIPTION: The Statement of Work (SOW) primary tasks include: A) Response, B) Preparedness and Prevention, C) Assessment, D) Technical Support, E) Data Management and Mapping Support, and F) Training activities. To support these tasks, contractors need to have extensive experience in supporting, containing, and restoring contaminated environments, such as: preliminary assessments, site inspections, testing, remedial investigations, feasibility studies, engineering evaluation and costs analysis, enforcement support, human health/health ecological risk assessments, and cost recovery.
