Opportunity: WATER SAMPLE LABORATORY ANALYSIS SERVICE

Description 

PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region is soliciting for proposals for water quality analysis services for the Bureau of Reclamation Durango field office. This requirement is being procured in accordance with Parts 12 and 13 of the Federal Acquisition Regulations as a small business set aside. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. Based on market research, it was determined that there were sufficient numbers of qualified small businesses to perform the work contained under this solicitation. The resulting contract will be a performance based, firm fixed priced, type contract. The government is contemplating awarding a one year contract. This project will use a Lowest Price Technically Acceptable (LPTA) selection process in accordance with Federal Acquisition Regulation (FAR) Part 12. PROJECT DESCRIPTION: The principal components of the work are listed under the project description below: The objective of this contract is to acquire a laboratory contractor to provide services to analyze water samples collected by Bureau employees from reservoirs, rivers, canals and wells. Samples will be collected for both Western Colorado Area Offices (WCAO Durango/Farmington, NM) from numerous sites in the Upper Colorado Region including the Animas River in Colorado and New Mexico and the San Juan River in New Mexico where these water samples are obtained for analysis. The Year 2000 Final Supplemental Environmental Impact Statement developed for the Animas-La Plata Project requires Reclamation to develop and implement a water quality monitoring program in the Animas River from the pumping plant to the confluence with the San Juan River and to sample trace element levels in the water sites significant to Reclamation stipulations. The number of samples to be submitted for analysis during the year is approximately 5,906 individual collected sample bottles. NAICS AND SIZE STANDARD: The NAICS code for this project is 541380 Testing Laboratories with a small business size standard of $15 million. SOLICITATION RELEASE DATE: The release date for the final and formal solicitation number 140R4018Q0057 is anticipated early to mid-May 2018.
