Description 

(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number 140R2019Q0137 is issued as a request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03. (iv) This acquisition is a total small business set aside. The NAICS code is 541380 and the size standard is $15 million. (v) The contract line items are listed in the price schedule of the solicitation package (see the attachment section of the RFQ package). When providing a quote, please complete the price schedule for each line item. (vi) The contractor shall provide Laboratory Analysis of water/soil samples for toxicity parameters in accordance with the Performance Work Statement that is included in the solicitation package. (vii) The period of performance is from October 1, 2019 to September 30, 2020 for a period of five (5) years (October 1, 2019 through September 30, 2024). (viii) The provision 52.212-1, Instructions to Offerors¿Commercial, applies to this acquisition. The quote package will consist the vendors pricing information. (ix) The provision 52.212-2, Evaluation ¿ Commercial Items, applies to this acquisition. See RFQ package for the Evaluation Plan that will be used. (x) The provision 52.212-3, Offeror Representations and Certifications¿Commercial Items, applies to this acquisition. (xi) The clause 52.212-4, Contract Terms and Conditions¿Commercial Items, applies to this acquisition. There are not any addenda to this clause. (xii) The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders¿Commercial Items, applies to this acquisition. The applicable clauses cited within this clause are indicated in the solicitation package. (xiii) All additional contract clauses and provisions are included in the attached solicitation package. (xiv) The Defense Priorities and Allocations System (DPAS) do not apply to this acquisition.
