RFP NO. 140P8518R0003 Pre-Solicitation Announcement Destruction (15) Abandoned Wells at Yosemite National Park The National Park Service, Yosemite National Park, has a requirement for destruction of 15 abandoned wells located at El Portal Administrative District. Specifically the work is located in El Portal, Foresta, Wawona, and the Crane Flat Districts. The work will consist of obtaining Mariposa County Environmental Health permits, applicable State permits, and performing underground utility location clearance prior to drilling any ground disturbing activities. The Contractor shall remove and properly dispose of as all pumps, piping, conduits, screens, etc. associated with each well and other debris from the well casing. Some minimal site cleanup is required to remove old piping and miscellaneous equipment associated with each well site. The Contractor shall perform all well destruction activities in compliance with California State Well Standards Bulletins 74-81 and 74-90. Destruction of the wells is to be performed under the supervision and guidance of a licensed C57 well driller. The Contractor shall take ownership and responsibility for the removal and disposal of all existing equipment, debris, etc. from each site, and all associated spoilage produced from the destruction of all wells. This includes disassembling the system equipment and related components, sorting the different waste streams, and hauling all waste materials off-site for proper disposal, or recycling if practical. Properly dispose of all non-hazardous materials at a licensed facility. Waste materials classified by the Contractor as hazardous must be manifested, transported, and disposed of at an approved hazardous waste facility. The Contractor shall provide all tools, equipment, materials, supplies, manufactured articles, and furnishing all labor, transportation, and services, including fuel, power, water, and essential communications, and performing all work or other operations required for the fulfillment of the work identified in the Specifications. The anticipated period of performance is scheduled from September 3, 2018 and shall be completed 90 days after Notice to Proceed. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 238910, with a corresponding size standard of $15 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The Request for Proposal (RFQP) will be available on or around July 10, 2018 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. An organized Site Visit has been scheduled and the date and time released with the solicitation. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price.
