COMBINED SYNOPSIS SOLICITATION: RFQ P17PS03024
Provide, Deliver and Dispense Bulk Fuels to Wilsons Creek National Battlefield, 6424 W. Farm Road 182 Republic, MO 65738 as described in the Combined Synopsis Solicitation and its Attachments. The bulk fuels to be provided under a resultant contract are: Regular Unleaded Gasoline (Conventional 87), Liquid Propane, and Ultra Low Sulfur #2 (ULS #2) Dyed Diesel. Based on prior years' purchasing data, the average annual usage for each type of fuel was:
400 gallons for Regular Unleaded
7,000 gallons for Propane
1,000 gallons for ULS #2 Dyed Diesel
The Government offers no guarantees that similar annual quantities will be realized. Quantities ordered may or may not exceed the amounts indicated above.
The twelve tanks into which fuels will be dispensed are either 500 or 1,000-gallon above-ground tanks, and are all located within Wilsons Creek National Battlefield 6424 W. Farm Road 182 Republic, MO 65738

TYPE OF CONTRACT: This will be a Supply Requirements contract and is expected to be awarded in mid November 2017. There is a potential for awarding up to three contracts from this solicitation, as explained in the Combined Synopsis Solicitation.
PERIOD OF PERFORMANCE: The contract(s) shall be for a BASE period of one year from the date of award, with four (4) one-year OPTIONS available. Options are not guaranteed and shall be exercised at the discretion of the Contracting Officer.
NAICS CODE: The North American Industry Classification System (NAICS) Code assigned to this solicitation is 324110.
SET ASIDE: This is a Total Small Business set-aside opportunity.
SMALL BUSINESS SIZE STANDARD: 1,500 employees.
NONMANUFACTURER RULE: The non-manufacturer rule DOES NOT APPLY to this procurement; therefore, quotes submitted by small business non-manufacturers will be considered.
SITE VISIT: There are NO site visits scheduled for this solicitation; however, potential quoters are welcomed and encouraged to visit the location where the fuels are to be delivered. PUBLICIZING: The combined synopsis and its included documents, to include any amendments that may be subsequently issued, can be downloaded from the Federal Business Opportunities (FBO) site at https://www.fbo.gov, and from the FedConnect site at https://www.fedconnect.net. The keyword/reference/solicitation number for this opportunity is 140P6218Q0001. The Contracting Officer will email copies of the combined synopsis solicitation upon your email request; requests must be received no later than close of business on October 31, 2017. It is the responsibility of the quoters however, to monitor the FBO and FedConnect websites to download any amendments which may be issued under this combined synopsis solicitation.
CLOSING DATE AND TIME: Quotes are to be submitted via e-mail to michael_bochenek@nps.gov so they are received by the Contracting Office NO LATER THAN THURSDAY OCTOBER 31, 2017 at 4:00 P.M. CENTRAL TIME. FAXED QUOTES WILL NOT BE CONSIDERED.

AWARD: Addenda to 52.212-2 -- Evaluation -- Commercial Items (Dec 2014):
Award shall be made without discussions unless the Contracting Officer determines that discussions are necessary. Quotations received in response to this synopsis/solicitation shall be evaluated on a Low Price Technically Acceptable basis utilizing the following technical, past performance, and price related factors.
(i) Price (per gallon margin price will include all fees, delivery charges, etc)
(ii) Past Performance (PROVIDE DETAILS ON AT LEAST THREE (3) CURRENT OR PAST PERFORMANCE REFERENCES WHERE QUOTER HAS PROVIDED BULK FUELS AND MADE DELIVERIES ON A REOCCURRING BASIS WITHIN THE PAST THREE (3) YEARS)
(ii) Technical Equipment (submit a description and photo of equipment being used)
When combined, Technical and Past performance are equal to price

Failure on the part of the successful quoter to fulfill these requirements by the time the Contracting Officer makes award may result in award of the contract being made to the next otherwise successful quoter.
