This Firm-Fixed Price Request for Quote (RFQ) is made using the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. Basis of Award: The National Park Service, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO) intends to award a contract to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation. Prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Initiate/Update SAM registrations at https://www.sam.gov. Requests for the RFQ, Project Manual, the Plans or Drawings are directed to view the entire RFQ on the Governmentwide point of entry available via the Internet at https://www.fbo.gov/ using Keyword / Solicitation #: 140P4318Q0059. This RFQ is restricted to small businesses in accordance with Federal Acquisition Regulation (FAR 6.203, Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The RFQ will be set-aside for 100% for Small Businesses under NAICS Code 236220, Commercial and Institutional Building Construction with a Small Business Administration size standard of $36.5 million. The scope of work consists of construction services to be performed at the Frederick Law Olmsted National Historic Site located in Brookline, Massachusetts. The Contractor shall furnish all labor, materials, equipment, tools, transportation services and supplies required to complete the work in accordance with the contract documents. The work includes but is not limited to: complete exterior woodwork conservation repairs to wood gutters, siding, windows, doors, miscellaneous elements, prepare and paint exterior; fabricate and install custom lead coated copper gutter liners; install copper drip edge. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 90 days after Notice to Proceed is issued by the Government for the Base Line Item and 14 days after Notice to Proceed for the exercised Option Line Item. The time stated for completion shall include final cleanup of the premises. The order of magnitude for this project is estimated to be between $100,000 and $250,000. U.S. Department of Labor, Construction Wage Rate General Decision Number: MA180001 shall apply. Interested parties are strongly encouraged to inspect site prior to quoting. An organized site visit is scheduled and details can be found in Section L, FAR 52.236-27, SITE VISIT. A Pre-proposal conference is not planned. Electronic quote shall be accepted for this Request for Quotation. Facsimile quotes shall not be accepted. Quotes shall be emailed to cheryl_maison@nps.gov by the due date of August 9, 2018 at 5:00PM local prevailing time. Any questions regarding this solicitation shall be submitted in writing via email to the Contract Specialist, Cheryl Maison, at cheryl_maison@nps.gov. Questions should be submitted no later than five business days prior to the due date.
