Sage-Grouse Winter Habitat Survey (Aerial Cooled Infrared/Video HD) The Bureau of Land Management (BLM) at the Idaho State Office intends to negotiate with only one source Owyhee Air Research, Inc., located in Murphy Idaho. The purpose of this work is to conduct cooled Infrared aerial survey and HD Video of greater-sage-grouse winter habitat in Idaho to document location and sage grouse numbers. The required digital data includes flight transects, interpreted sage-grouse counts, and associated GPS points. This action is authorized by and in accordance with FAR 6.302-1. The Government believes that the only responsible source capable of satisfying the agency's requirements is Owyhee Air Research, Inc. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Owyhee Air Research, Inc. has been utilized in the past by Idaho Fish and Game to perform the same task. They have the specialized equipment that is required to perform the task. The estimated value of this acquisition is less than $25,000.00. No Request for Quote (RFQ) will be issued and no response will be made to letter or telephone requests for copies of this solicitation. This is not a request for competitive quotes, but serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a)(1). NAICS code 541370 Surveying and Mapping (except Geophysical) Services applies. Responsible firms believing they can provide the required items are encouraged to identify themselves and give written notification to the Contracting Officer referencing action item 140L2618Q0004. However, they must provide convincing evidence that they can furnish the requested items at a cost that will not exceed the total estimated transaction cost. All responses will be fully considered. If no affirmative responses are received by 02/08/2018 to the effect that a comparable source exists, an award will be made to Owyhee Air Research, Inc. Anticipated award date is February 8, 2018.
