Opportunity: ACCELERATED SOLVENT EXTRACTOR

Description 

This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to Thermo Fisher Scientific Madison Wisconsin for accelerated solvent extractor as described in the attached Salient Characteristics. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items. Thermo Fisher Scientific is, to the USGS¿ knowledge, the only source who can provide an accelerated solvent extractor that has a rapid solvent extraction protocol meeting the below salient characteristics. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 334516 Analytical Laboratory Instrument Manufacturing and associated size standard 1,000 employees. Responses or inquiries shall only be accepted through electronic mail addressed to nlushenko@usgs.gov and must be uploaded and received in their entirety no later than August 8, 2019 at 1700 ET. Responses submitted by hardcopy or the FedConnect web portal or the FedConnect Message Center shall not be accepted or considered. Salient Characteristics: * Benchtop-style instrument * Dimensions not to exceed 32 (height) x 30 (width) x 26 (depth) in * Capacity to extract at least 20 samples in an automated cycle * Capacity to extract a range of sample volumes (5-15 grams of sediment) * Equipped with sensors and alarm system to alert user to leaks or other malfunctions in temperature or pressure * Low-volume solvent usage (< 50mL per/sample), and compatibility with a range of solvents * Programmable system for different sample sizes within a single carousel * Single sample extraction time < 30 minutes
