Amendment 0003. The purpose of Amendment 0003 is to extend the opportunity until 08/13/2018; so that the full and open competition without restriction can be manually posted on FedBizOpps. Amendment 0002. The purpose of Amendment 0002 is to remove the small business set-aside requirement. Amendment 0001. The purpose of Amendment 0001 is to change the Performance-Based Work Statement (PWS), change the Price Schedule Template, remove the small business set-aside requirement, add to the response requirements, and extend the opportunity. Attachment 3 PWS replaces Attachment 1 PWS. Attachment 4 Price Schedule Template replaces Attachment 2 Price Schedule Template. The small business set-aside requirement is removed. FAR 52.219-6, Notice of Total Small Business Set-Aside (Nov 2011) no longer applies. The opportunity is a full and open competition, without business size restriction. However, FAR 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns (OCT 2014) does apply. Responses shall be sent by email to Don Downey, ddowney@usgs.gov. In addition, responses shall include: the SF1449 signed by the offeror, all Amendment SF30 forms signed by the offeror; and the Attachment 4 Price Schedule Template completed by the offeror, retained in a usable MSExcel format (not password or key restricted). Responses are due by 1700 ET on 08/08/2018. This Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for geochemical analysis services in accordance with the FedConnect posted solicitation. A copy of this solicitation may be accessed at FedConnect, www.fedconnect.net. The FedConnect solicitation reference number is 140G0218R0040 and is being issued as a Request For Proposal (RFP). The policies contained in FAR Part 13 Simplified Acquisition, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 15, as appropriate, shall be used for this acquisition. All requirements for preparation, submission, and receipt of proposals contained in the solicitation and amendments as posted at FedConnect shall be adhered to.
