Opportunity: E&E Publishing Online Subscription

The US Geological Survey (USGS) Ecosystems Mission Area has a need for access to, at a minimum twice a day, in-depth, on-line news products and/or reporting on policies and politics related to science, climate, energy development, environmental issues and regulations, wildlife conservation, hearings on Capitol Hill and in state capitals, election campaigns, and personality profiles in order to interact with Members of Congress, their staff, and other key stakeholders such as the Congressional Research Service and state and local partners. The information delivery must be electronic to the end users¿ desktop to gain access throughout the day or by a portable computing device. This subscription includes: E&E News Daily, E&E Wire, E&E Climate Wire, E&E Greenwire, and E&E News PM. The U.S. Geological Survey (USGS), Ecosystems Mission Area requires a twice daily news products and/or reporting service to provide in-depth, on-line information on policies and politics related to science, climate, energy development, environmental issues and regulations, wildlife conservation, hearings on Capitol Hill and in state capitals, election campaigns, and personality profiles. To have this information is mission critical. It should provide timely and accurate information on legislative and other important topics and be effective in helping the USGS respond with current, in-depth understanding of these issues to key stakeholders such as elected officials, Federal, State, and local partners, and the general public. The service must provide USGS leadership, scientists, Congressional Affairs staff and others with essential information for mission-critical decisions and actions. The use of this contract would not be for lobbying purposes as The Lobbying Prohibitions Act of 1948 (18 USC 1913; 62 Stat. 792) prohibits Federal employees from using government resources to lobby Congress. The USGS needs 14 user licenses to the online subscription. The different news products must be automatically delivered to the end-users in an electronic format readable on a phone, tablet, desktop or laptop. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to E&E Publishing, LLC, unless it is contacted by any vendor who believes they can provide the same service. Vendors are invited to contact the Contract Specialist, Nicole Demby (ndemby@usgs.gov) no later than 2:00PM EST, Friday, September 13, 2019 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor's unique qualifications: The U.S Geological Survey intends to make a firm fixed price award to E&E Publishing for an online subscription for E&E News Daily; E&E Energy Wire; E&E Climate Wire, E&E Greenwire; E&E News PM; and other related products that are published by E&E Publishing. USGS Congressional Affairs Team and Ecosystems Mission Area (EMA) have a requirement to access real time political and policy discussions and decisions affecting environment and energy as they relate to our mission and the conduct of our work. E & E Publishing, LLC, is the only service that provides real time (daily), congressional updates and comprehensive coverage of environmental and energy politics and policy, with an emphasis on application and how this will be affected by the current political atmosphere. The subscription is non-biased and is not used as a tool to conduct lobbying activities.
