The Social Security Administration (SSA) intends to negotiate on a sole source basis with the Arkansas Department of Information Systems, 1 Capital Mall, 3rd Floor, Suite 38201, Little Rock, AR 72201-1092, under the authority of 41 U.S.C. 3304(b) as set forth in Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The Arkansas Department of Information Systems (ADIS) is the centralized data processing center for Arkansas State Agencies. ADIS shall provide access to Central Processing Unit (CPU) time to all the SSA Field Offices in the State of Arkansas to access the online state database for the purpose of obtaining unemployment and wage information. ADIS shall provide secure, accurate, and timely access to data maintained by the Arkansas Department of Workforce Services (ADWS) to designated Arkansas’ SSA Field Office employees. ADIS shall provide ongoing monitoring of database access to ensure data is available when needed. The government anticipates awarding a firm-fixed price contract with a base year and four one-year options, if exercised. This is not a request for quotations or an announcement of a forthcoming solicitation. Requests for copies of this solicitation will not be honored or acknowledged. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
