The Social Security Administration (SSA) uses a variety of mainframe and distributed software products on a daily basis for critical programs. SSA conducts market research for potential software acquisitions and renewals. The agency seeks to obtain additional information to aid in its market research efforts, including benchmarking data for the software publishing industry. The Federal Information Technology Acquisition Reform Act (FITARA) challenges federal agencies to increase their focus on consolidation and optimization of information technology (IT) resources. The Making Electronic Government Accountable By Yielding Tangible Efficiencies (MEGABYTE) Act requires agencies to develop software licensing policies and report savings and cost avoidance resulting from those policies.
