Opportunity: Preventive Maintenance-3 JEOL Electron Microscopes

Description 

The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1(b)(1)(i), with JEOL USA, Inc. to purchase a comprehensive a 1-year preventive maintenance plan service contract with an option for two additional 1-year periods for three electron microscopes at the Andrew W. Breidenbach Environmental Research Center (AWBERC) in Cincinnati, Ohio. The contractor will provide preventive maintenance, upgrades, and service to ensure the microscope systems are operating within specifications. The contractor shall: * Perform two scheduled preventive maintenance visits per year in accordance with the equipment manufacturer recommendations. * Respond to all emergency repair calls within 72 hours of Government request for service and shall continue service until all repairs are complete and the equipment is fully operable in accordance with the manufacturer's specifications. * Use only factory trained field service engineers. * Maintain a full inventory of new or refurbished manufacturer approved replacement parts for the equipment and shall replace all parts with new or refurbished manufacturer approved parts. * Provide software maintenance and upgrades. The instruments covered by the agreement are JEOL JSM-6490LV Scanning Electron Microscope, the JEOL JSM-7600F Field Emission Scanning Electron Microscope, and the JEOL-JEM 2100 (HT) Scanning Transmission Electron Microscope. EPA has identified JEOL USA, Inc. as the only contractor able to meet the requirements of this procurement. JEOL is the sole manufacturer and distributor of these instruments as well as the parts and products they support. JEOL engineers are highly trained for the specific instruments in the facility. JEOL replacement parts and certified technicians are required to ensure accuracy of the instruments. Only JEOL USA has access to the software, engineering, and electronics necessary to provide these maintenance services. This procurement will be accomplished under FAR Part 12 and FAR Part 13 Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT TO SOLE SOURCE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Any firm that is capable of meeting EPA's requirement as set forth above may submit a response; which, if received within fifteen (15) calendar days of the date of this announcement, will reviewed for consideration. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Government. Responses to this posting must be submitted via the FedConnect website at httpe://www.fedconnect.net. Mail, fax, phone and email submissions shall not be accepted. One or more of the items under this acquisition is subject to Free Trade Agreements. EPA anticipates that the award will be made by January 16, 2016.
