Opportunity: Environmental Quality Index (EQI) Water Domain

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6 "SOLICITATION FOR COMMERCIAL ITEMS", AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation number is RFQ-RT-17-00027 and the solicitation is being issued as a 100% small business set aside (RFQ) using FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-94. The Environmental Protection agency (EPA) anticipates that a purchase order will be awarded as a firm-fixed price purchase order using far FAR Part 13 Simplified Acquisition Procedures. The associated North Industry Classification System (NAICS) is 541620 and the size Standard is $15.0M. This procurement is for the continued updating of the county level Environmental Quality Index (EQI) Water Domain for the purpose of release to public, the continued development of the EQI Water Domain at different spatial aggregations, exploration of incorporation of water ecologic indicators (e.g., watershed integrity) into the EQI Water Domain, and examination of EQI and domain specific indices (emphasis on water) with health outcomes.
