Opportunity: Vascular Ultrasound System Acquisition

Description 

The United States Environmental Protection Agency (EPA), Office of Research and Development (ORD), and National Health and Environmental Effects Research Laboratory (NHEERL) has a requirement for a Vascular Ultrasound Imaging and Analysis System. The Cincinnati Procurements Operations Division (CPOD) anticipates awarding a single firm-fixed-price (FFP) contract to A2A Integrated Logistics, Inc. EPA has identified A2A Integrated Logistics, Inc. as the only contractor able to meet the requirements of this procurement. A2A Logistics holds an exclusivity agreement with Platinum Healthcare to supply the new complete system with the required peripherals. Therefore, the Government intends to solicit with only one source under the authority of FAR 13.106-1(b)(1). This procurement will be conducted utilizing NAICS Code 334510. The size standard is 1250 employees. A2A Integrated Logistics, Inc. is uniquely qualified to supply a Acuson 2000 Vascular Ultrasound System with all of the required peripherals in one complete system. No other vendor is able to supply the complete system. Specifically, the government requires the minimum specifications listed below: Minimum Requirements In order to maintain compatibility with existing instrumentation and software and meet the needs of the research being conducted by the Agency, the new system must conform to the following performance characteristics: 1. Shall have Virtual Touch Imaging-only system to use ARFI push pulse for strain results. 2. Shall have dedicated touch screen with full-user interface for acquisition. 3. Shall be capable of hands-free locking mechanism. 4. Shall have ability to take still images during cine clip store. 5. Shall have MBD-burst, clip and system automatically freezes the image after cps capture (single solution for increased functionality (3 functions in 1) at the touch of one button). 6. Shall have single image acquisition during cine clip store. 7. Shall have portfolio of CEUS of CHI & CPS that provide excellent penetration. 8. Shall include a 1-year warranty and on-site 16 hr. training. 9. Vendor must offer technical support to customers for continued operation of the instrument in various applications. 10. Must include a 18L6 HD high density transducer. 11. Must have 2.0 TB storage volume. 12. System must include all hardware and software required to acquire images of the brachial artery that permit analysis of captured images as single R-wave-gated frames, 1 per heartbeat, over a period of 150 consecutive heartbeats. 13. The system must include software to permit quantitative analysis of R-wave-gated images of the brachial artery. 14. Required Peripherals shall include: Rapid Cuff Inflation System- E20 Rapid Cuff Inflator, AG101 Air Source, Footswitch for E20, SC5 Straight Segmental Cuff 34x2 Cardiac Trigger Monitor- Cardiac trigger monitor model 7700 10MS/+5V Vascular Analysis Workstation Package-Brachial Analyzer for Research V.6, DFA6 Droppler Flow Analyzer V.6, Vascular HD Imager and External HD Frame Grabber, Vascular EKG-Gating for Programmable Signal Voltage/Image HD, Foot Pedal for Vascular Imager, Cable Set for Imaging and EKG-Gating.
