Opportunity: Renewal of ChemCad Steady State Licenses

Description 

The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1)(i), with Chemstations, Inc. for the procurement of a renewal of ChemCad Steady Chemical Engineering Simulation Software License. Description of Service: ChemCad CC-STEADY STATE is a software package from Chemstations, Inc. The purpose of this software package is to simulate, optimize, and perform cost analyses for chemical engineering processes. This software package contains data and technical information important in the prediction and modeling of different unit operation processes. The EPA has a Cooperative Research and Development Agreement (CRADA #920-16) with Membrane Technology and Research, Inc. (MTR). As part of this CRADA, the EPA and MTR are jointly developing and simulating membrane-based separations technologies for solvent and biofuel production and recovery. MTR has developed proprietary process simulation nit programming which will only work in CHEMCAD CC-STEADY STATE. The CRADA requires MTR to provide the EPA with these process simulation units and for the EPA to maintain license to the CHEMCAD software in order to run simulations with these units. Chemstations is the only company that can provide the necessary software because they are the sole vendor of CHEMCAD. The CRADA supports solvent reclamation research under project 3.63 of the Sustainable and Healthy Communities research action plan. The Clean Process Branch (CPB) in the Sustainable Technology Division (STD) requires this software to meet deliverables related to the solvent reclamation research through Fiscal Year 2019. As a result, a contract with two option years for a total of three years will cover the term of the software needed. In addition, the Systems Analysis Branch (SAB) in STD requires CHEMCAD CC-STEADY STATE to carry out research under the Chemical Safety for Sustainability (CSS) research action plan. Specifically, CHEMCAD CC-STEADY STATE process simulator is needed for the design of a chemical manufacturing process for use in generation of a full life cycle inventory (LCI) data. This is currently employed in the multi-year CSS Life Cycle - Human Exposure Modeling (LC-HEM) Task 5: Rapid Estimation of Life Cycle Inventory. Deliverables for this project require access to CHEMCAD through October 2018 The anticipated award date is June, 2017. This will result in a Firm fixed price contract. This procurement will be accomplished under FAR Part 13 Simplified Acquisition Procedures. Notices of any amendments to this FedBizOps synopsis, will be posted using the FedConnect web portal at www.fedconnect.net. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA's commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. However, interested firms may identify their interest and capability to respond to the requirements. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
