Opportunity: The purpose of this Sole Source RFQ is for a new subscription for the WaterISAC

WaterISAC Pro subscriptions for selected OW, WICRD and Regional staff. This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The Environmental Protection Agency (EPA) intends to award a purchase order contract on a sole source basis to the Information Sharing and Analysis Centers (ISACs), 1620 I Street NW Suite 500, Washington DC 20006 for Water ISAC Pro Subscriptions for up to 41 EPA employees. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold of $250,000.00. The sole source nature of this requirement is based on the determination that Information Sharing and Analysis Centers is the only known organization able to satisfy the Government’s requirements because their Pro service provides access to an exclusive community and network for water security information sharing and analysis through a secure portal. This type of service enables EPA to meet its homeland security obligations under Presidential Policy Directive 21, Presidential Decision Directive 63, and Executive Order 13636. Interested parties may identify their interests and capability to respond to this requirement within ten (10) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice.
