Opportunity: Anonymous TEP Evaluation Strategy Industry Day

Description 

The Environmental Protection Agency (EPA) held a virtual Industry Day on January 5, 2022 from 10:00 am to 12:00 pm to provide an overview of the EPA’s planned implementation and use of the Agency’s newly developed Anonymous (formerly "Blind") Technical Evaluation Panel (TEP) evaluation strategy, an innovative technique for fostering procurement equity in evaluating Technical Proposals. The overall objective of this engagement was to obtain, consider, and address industry feedback regarding, at a minimum: concerns in complying with solicitation requirements contained in the Anonymous TEP local provisions; any assumed or perceived barriers to competition; and any suggested methodologies to be considered for inclusion in the local provisions to ensure offerors’ corporate identity is not revealed within the Technical Proposal. The EPA also sought to understand any concerns that industry may have about EPA’s implementation of this initiative. Therefore, the event was conducted as an open forum style engagement and one-on-one interactions were not conducted during the forum. Questions and/or comments received during or before the virtual industry event are reflected in the attached. EPA provided a response to the included questions and/comments during the event, as captured in the event recording available at the following link provided in the attached.
