Opportunity: Notice of Intent to Sole Source

Description 

The Environmental Protection Agency (EPA) in Research Triangle Park (RTP) in Durham, North Carolina intends to negotiate on a sole source basis to The JJ Wilbur Co., Inc. in accordance with FAR Subpart 13.106-1(b)(1), "soliciting from a single source" to purchase Teledyne T100U, T300U and T265 analyzers. This procurement is recommended to be processed without full and open competition. EPA's National Exposure Effects Research Laboratory (NERL) Exposure Methods & Measurements Division (EMMD) is needing Teledyne T100U, T300U, and T265 analyzers to measure trace-level concentrations of SO2, trace-level CO, and O3, respectively for sensor evaluation efforts. These instruments will be used as reference instruments to test lower-cost sensors in the laboratory environment. The purpose of testing is to see how well the sensors compare to Federal Reference of Equivalent Method (FRM/FEM) instrument used to measure ambient air quality at regulatory sites. Thus, all reference instruments chosen must be designated as FRM or FEM instruments capable of short-term response (1-minute time resolution). Furthermore, these particular models are the ONLY ONE¿S that offers ALL of the following salient characteristics for each analyzer: The T100U SO2 analyzer: - Operate within an extended temperature range of 5-40°C - A low user selectable measurement range between 0 -5 ppb on the low end. - Have precision of 0.5% of reading or better - Have span drift of 0.5% per day or less - Incorporate a hydrocarbon Kicker to remove potential interferents - Include an optical filter that removes interference from NO The T300U CO analyzer: - Designed for trace level monitoring with capability to measure ppb level concentrations with a lower detection limit of 20 ppb or less and zero noise of 10ppb or less - Operate within an operating temperature range of 5-40°C - Have span drift of <0.5% or less - Have zero drift of 10ppb/24 hours or less - Offer a 95% rise and fall time of 30 seconds or less - Include a regenerative inlet drier to reduce humidity changes - Include a temperature control gas filter correction wheel The T265U O3 analyzer: - Be an US EPA FRM for Ambient O3 Monitoring - Be a chemiluminescence based analyzer This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 5 days after publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined and itemized pricing that is sufficient to make a determination that competition is feasible. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer.
