PSC 5410 - Security Guard Booth for Hopson Gate Entrance The U.S. Environmental Protection Agency (EPA) intends to award a sole source firm-fixed-price purchase order to Rizon Manufacturing, Inc., under the authority of FAR 6.302-1, to provide an 8’x 8’ security guard booth at the Research Triangle Park, North Carolina campus Hopson Road Entrance. Rizon Manufacturing, Inc. has the capabilities to provide the specific characteristics of the 8’x8’ booth: single unit welded steel construction, 3” roof overhang with drain with 6” fascia on all sides, roof mounted 120V/13,500 BTU AC unit and 120V/ 1,500 watt wall mounted heater, quadplex receptacle located by the workplace, swing door, tempered glass windows, the 360-degree security visibility requirement based on the constraints of the location, and delivery time required. Due to critical need for the security booth, delivery must be 14 days after award. The modular building will serve as hub for the security officers to utilized in daily operations. This can be achieved only by utilizing the specific designed modular unit provided by Rizon Manufacturing, Inc. Ultimately, this will reduce costs to the agency significantly and allow for a continuity of mission critical work. Ensuring the timely procurement and installation of a replacement booth is critical to restoring essential security measures, thereby safeguarding the well-being of employees and maintaining the integrity of the facility’s security protocols. This requirement will utilize FAR 13.106-1(b)(1), Commercial and Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 332311 Prefabricated Metal Building and Component Manufacturing with a small business size standard of 750 employees. Rizon Manufacturing, Inc. is the only known source able to satisfy this requirement. Notwithstanding, in accordance with FAR 5.207(c)(16)(ii), responsible sources may elect to submit a capability statement, proposal, or quotation. A determination not to compete the proposed firm-fixed-price contract based upon the responses received to this notice is solely within the discretion of the Government. Responses to this notice must be submitted to the contracting officer, Paige Long, at long.paige@epa.gov no later than November 6, 2025. Telephone responses will not be honored.
