NOTICE OF INTENT TO SOLE SOURCE: The United States Environmental Protection Agency (EPA) Cincinnati Acquisition Division (CAD) located at 26 Martin Luther King Dr W, Cincinnati, OH 45220 intends to negotiate a sole source firm-fixed-price contract with Siemens, under the authority of FAR Part 6.302-1 to an upgraded building automation system Desigo CC from the current APOGEE system . Currently, the EPA National Analytical Radiation Environmental Laboratory (NAREL) Located in Montgomery, AL uses the Siemens’ APOGEE System for building automation. Since this system is at the end of its lifecycle an upgrade is required to ensure the facility can operate without interruption. The new system to be used shall be the Siemens’ Desigo CC. The Contractor shall remove the current CPU and any other associated devices to the APOGEE System, excluding the current monitor, that will not be reused for the transition to the new automation system and disposed of, by recycling if possible. If hardware is removed, it must be replaced only if it is required for the new system. The contractor shall install a new CPU that is fully capable of running Desigo and provides enough memory (RAM and Hard Drive) required to run the software and capability for expansion. The contractor shall provide and install the Desigo CC system and provide server, fire points, client, and automation points licenses, as well as any other required licenses. No additional hardware, devices, software, and/or accessories that are required. A complete system pre-test and startup is required and the new system shall not interfere with current operations in the facility. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 541519-Other Computer Related Services with a size standard of $30,000,000.. The anticipated Period of Performance will be 120 days. Siemens is uniquely qualified to provide due to their proprietary rights of the new Desigo CC system and licenses that replaces the APOGEE System. Siemens is the only known source able to satisfy this requirement. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS: However, in accordance with FAR 5.207(c)(16)(ii), any firm that believes it is capable of meeting EPAs requirement may submit a capability statement which must address the outlined requirements above. Such documentation must be submitted to the Contracting Officer within 10 calendar days of this announcement. A determination not to compete the proposed firm-fixed-price contract based on upon the responses received to this notice is solely within the discretion of the Government.
