Opportunity: Solar PV Roof Full Expansion

Description 

This is a Sources Sought and is for Market Research Purposes ONLY. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable offerors in the marketplace with the knowledge, skills, interest, and capability to perform the work as described below. The proposed project will be performed at EPA’s Research and Administration Facility in Research Triangle Park (RTP), North Carolina. EPA-RTP recently completed a thermoplastic polyolefin (TPO) replacement of the National Computer Center (NCC) roof and existing 100 kW solar photovoltaic (PV) array. The full roof size is 45,000 sqft. The 100 kW solar array occupies approximately 25% of the useable space. This project intends to outfit the remainder of the NCC roof with solar PV technology to the maximum extent possible. Exterior Work: Install solar panels, racking system, and associated electrical wiring, connections, and conduit for new minimum 300 kW solar PV array atop NCC roof and in parallel to existing 100 kW solar PV array. Solar array shall be installed at a 10-degree tilt angle toward Cardinal South of Celestial North. Salient characteristics for new equipment are contained in Attachment A. NOTE 1: No new rooftop penetrations shall occur during this installation. NOTE 2: All conduit and electrical wiring shall be routed into building through existing conduit penetrations on West wall of building (adjacent to SW corner of existing 100 kW solar PV array) via conduit and wire trays. Interior Work: Install inverters and associated electrical wiring, connections, disconnects, and conduit (EMT only) for new minimum 300 kW solar PV array inside electrical rooms N149 and N150. Connect all new inverters to SolarEdge Monitoring network via SolarEdge Cell Tower (Model No. SE-CELL-B-R05-S-S5) attached to existing 100 kW inverter. Salient characteristics for new equipment are contained in Attachment A. NOTE 3: All new inverters shall be installed adjacent to existing 100 kW inverter in Room N149 and shall conform to the wiring plan contained within Attachment B; Contractor shall confirm inverter installation locations with COR. The anticipated NAICS code for this project is 221114, Solar Electric Power Generation, with a Small Business Size Standard of 250 employees. This Sources Sought is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Furthermore, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. In response to this Sources Sought, please provide: 1. Name of the firm, GSA Contract Number (if applicable), point of contact, phone number, email address, DUNS number, CAGE code. 2. Identification and verification of your company’s SBA certified business status (i.e., Large, Small, Certified HubZone, 8(a), Service-Disabled Veteran-Owned, and/or Women-Owned Business) under the appropriate NAICS code. 3. A narrative regarding a thorough review of the DRAFT Statement of Work and Attachments A and B attached to this RFI and any questions/concerns that need to be addressed/discussed or suggestions to improve the Statement of Work to meet the agency’s overall needs and/or offer a larger rated power based on your evaluation of the Statement of Work. 4. A narrative on firms’ experience (whether as a prime contractor or subcontractor) in providing products/services as identified in the DRAFT Statement of Work in the previous three (3) years with similar requirements. Include project title, location or agency, start/end date, size (square footage), scope of work, dollar value, complexity, pertinent certifications, point of contact, etc. that will facilitate making a capability determination. 5. Rough Order of Magnitude (ROM) based on the attached DRAFT Statement of Work. All interested and capable offerors with the knowledge, skills, interest, and capability to perform the attached DRAFT Statement of Work are encouraged to reply to this Sources Sought. RESPONSES SHALL BE NO LONGER THAN 15 TOTAL PAGES; information such as brochures and other industry information is not included in the 15-page limitation.
