The U.S. Environmental Protection Agency, Office of Acquisition Solutions, Cincinnati Acquisition Division intends to negotiate on a sole-source basis with Inside Washington Publishers, under the authority of FAR 12.203 and FAR 13.106-1(b)(2), to provide an electronic subscription to provide Agency users with desktop access and email alert capabilities to Inside Washington Publishers' (IWP) InsideEPA.com's customized news services. IWP's InsideEPA.com is the only known company who can provide the required capabilities. The EPA requires IWP's InsideEPA.com, which provides access to comprehensive coverage of environmental and regulatory information that is critical to the research and regulatory work done at the EPA. Specifically, IWP provides an online resource subscription that allows users to search, browse, view and print all licensed content. InsideEpa.com publishes seven (7) weekly publications to include Inside EPA; Clean Air Report; Water Policy Report; Superfund Report; lnside Cal/EPA; Risk Policy Report; and Environmental Policy Report. The website subscription includes access to each current newsletter, archived newsletters, along with receiving daily updates to content, and access to various environmental documents. Email alerts are available to subscribers that enable them to receive daily updates to the latest information. In addition, the website provides special reports to include Outlook 2020, Clean Water Act Jurisdiction Watch, Federal Facilities Watch, Toxic Substance Control Act (TSCA) Tracker, and ECOS Meeting. Access is provided to all Agency staff and on-site contractors via IP address recognition. Selecting a publisher or distributor other than IWP would not be possible as IWP is the sole provider of InsideEpa.Com and its associated content. IWP is the publisher and the only known source that can deliver the required information. At this time, IWP has not released the rights for the electronic submission of its resources to any other publisher or distributor. The EPA is procuring the following under this requirement: *Content be updated daily *Is accessible to all EPA Employees and onsite Contractors *Ability for users to set-up voluntary Email Alerts that notify those users when new content is posted on the site. *An IP authentication that does not require a login *The ability for users to search, browse, view and print all licensed content. *Instant access the latest issue of all subscribed content. *Current Newsletters and Multi-year archive of back issues to Inside EPA, Clean Air Report, Superfund Report, Water Policy Report, Inside Cal/EPA, Environmental Policy Alert and Risk Policy Report. *Access to environmental documents including policy papers, comments, draft and final regulations, court decisions, legislation, state proceedings, and many other types of information related to these topics. *The Contractor shall respond to and work to resolve all troubleshooting requests as they pertain to access issues within a timely manner 3 business days This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 519130, Internet Publishing and Broadcasting and Web Search Portals, with a small business standard size of 1,000 employees. The anticipated Period of Performance will be a 12-month base period with four (4) one (1) year option periods for a total potential of five (5) years. IWP is the only known source able to satisfy this requirement to provide InsideEPA.com¿s customized news services. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This notice satisfies the requirement at FAR 5.101(a)(1) for publicizing the proposed contract action. It is the Government¿s intent to award a single, firm fixed price contract. Notwithstanding, any firm that believes it is capable of meeting EPA¿s requirement may submit a capability statement which must address the outlined requirements above. Such documentation must be submitted to the Contracting Officer by 11:59PM EST on April 23, 2020. A determination not to compete the proposed firm-fixed-price purchase based upon the responses received to this notice is solely within the discretion of the Government.
