Notice of Intent to Sole Source - Digital Science In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order to Digital Science and Research Solutions, Inc. The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), Center for Computational Toxicology & Exposure (CCTE), has a requirement for Altmetric and Figshare Online Access. This request is for a Base Year and Four Option Years. This procurement is recommended to processed without full and open competition to purchase access to the Digital Science online resource to track and collect metrics, AltMetric and Figshare. CCTE has an innovative research program that generates chemical data that is used to evaluate potential health effects of chemicals. To date, CCTE has generated data and published papers on thousands of chemicals. As part of EPA’s commitment to transparency, all generated data and other scientific products (presentations, publications) are publicly available. CDTE wants to track and compile metric trends to determine which metrics are the most appropriate to use to showcase the impacts of EPA’s CompTox research efforts. CCTE will use information from the online resources to highlight metrics and success stories from EPA’s CompTox research to showcase impacts. The goal is to showcase impacts to help increase support for and usage of research. There are three unique characteristics offered by Digital Science that are not offered by any other vendor. First Digital Science compiles metrics from traditional (citations, impact factors) and non-traditional sources (news outlets, twitter, Facebook, downloads and policy documents). Other services only collect data from non-traditional online sources. Second, this product generates metric scores for each research product and provides an overall score which can then be compared across products. This functionality allows CCTE to create a customer altmetric score for each CCTE scientific product. Third, Digital Science provides a commercial Application Program Interface (API) to embed into CCTE’s already developed databases. This will allow CCTE to analyze and showcase the metrics for each scientific product. This programming language can be incorporated into programming language and databases that CCTE is developing to showcase metrics on its research products. Any interested party that believes it is capable of meeting this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 1:00 pm EST on March 30, 2023. Responses must be submitted in writing to daggs.pam@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect. FedConnect is hosted by Compusearch, all related questions from vendors/contractors will be answered by Compusearch.
