In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), Center for Computational Toxicology & Exposure, Great Lakes Toxicology & Ecology Division, Molecular Indicators Branch located at 26 West Martin L. King Dr., Cincinnati, OH 45268 has a requirement for: Two (2) each CORALL, mRNA-Seq V2 Library Prep Kits with UDI 12 nt Sets A1-A4 (12A-0001-0384), 384 preps. (182.384) Two Lexogen i5 6nt Dual Indexing Add-on Kit (5001-5004), 96 rxn/Index (047.4x96) Four (4) QuantSeq-Pool Sample-Barcoded 3 mRNA-Seq Library Prep Kit Lexogen, Inc., 51 Autumn Pond Park, Greenland, NH, 03840 is the sole source of these kits in the United States. Lexogen is the only company that supplies kits that do not fragment RNA thru proprietary technology. RNA fragmentation produces artifacts and reduces sensitivity, requiring greater replication and thus cost. These kits reduce hands-on time (16 hours vs. 6 hours) and seamless continuation of on-going work. Switching from the Lexogen kits would increase cost, time associated with the daily hands-on work, require significant validation, and comparisons. The North American Industrial Classification System (NAICS) code for this effort is 541714 and the business size standard of 1,000 employees. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUBMIT A QUOTE Any interested party that believes it can meet this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 10:00 AM ED on October 14, 2022. Responses must be submitted in writing to daggs.pam@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement.
