RFQ NO. P17PS02143 Pre-Solicitation Announcement NATIONAL PARK SERVICE REDWOOD NATIONAL AND STATE PARK INSTALL METAL ROOFING The National Park Service, Redwood National and State Park, has a requirement for the removal of the old roof and installation of a metal roof on the Wolf Creek Activity Center. The Contractor shall provide all supervision, labor, materials and equipment necessary to complete the work as identified in the project specifications and associated documents provided as attachments to the solicitation. The work of this contract consists of labor, materials, and equipment required to replace the 3,142 square foot (SF) roof. The existing roof is a combination 6:12 and 3:12 pitched asphalt/fiberglass shingle roofing system placed over 3/8 inch (IN) plywood sheathing. The contractor shall remove asphalt/fiberglass shingles and install new 26 gauge standing-seam metal roofing system according to roof system manufacturer specifications on to existing 3/8 IN plywood sheathing. Standing-seam metal roofing system will be Taylor Metal Products Premier-Lock Standing Seam or equivalent. The contractor shall install 30 lb roofing felt or metal roofing manufacture¿s equivalent on the roof sheeting as a moisture barrier. Trim and flashing for roof system shall be replaced under this project to match new roofing system. New roofing system shall be compatible with 6 existing 2 FT x 2 FT skylights. Implementation of this project will include replacement of any worn or damaged roof decking. The Contractor shall provide all manpower, equipment, testing, and supplies to perform the replacement and related services as identified within the Statement of Work document and any additional documents or requirements. All work shall be performed in accordance with local, state, and federal laws. The Contractor shall obtain all necessary permits required to successfully complete the work. Site work is anticipated to begin on or around September 18, 2017 and shall be completed no later than 20 days after issuance of the Notice to Proceed. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 238160, with a corresponding size standard of $15 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The Request for Quotation (RFQ) will be available on or around July 25, 2017 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFQ will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFQ. An organized Site Visit has been scheduled and the date and time released with the solicitation. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price. Award is subject to the availability of funding at the time of award.
