Repaint Exterior of Jean Lafitte N.H.P.P. Headquarters Building 417-419 Decatur St The Department of the Interior (DOI), National Park Service (NPS), Southeast Region (SER), West Major Acquisition Buying Office (W-MABO) has a firm requirement for cyclical maintenance of the exterior finishes to preserve historic fabric and non-historic architectural elements, integrity, and appearance of this facility (c.1820). The written solicitation is issued as a REQUEST FOR QUOTATION for the Base Bid, Bid Option # 1 and Bid Option #2 in a firm-fixed price lump sum amount for all supervision, labor, materials and equipment necessary to accomplish the work. The contractor must field-verify measurements and quantities prior to quoting, and obtain all permits required from the city of New Orleans and the Vieux Carré Commission before commencement of work on-site. GENERAL: This historic 32,430 square foot masonry building consists of one (1) 4-story building and three (3) 2-story buildings. The painted masonry and other exterior elements of this facility have severely deteriorated due to weather and sunlight exposure in the subtropical Southeastern Louisiana climate. Many of the wood windows, doors and cornices have faded. Peeling paint has left some surface areas bare. On the steel features (doors and gates) the paint has eroded to primer coated metal in some areas resulting in accelerated surface rust and staining. This building serves as the headquarters building for Jean Lafitte National Historical Park and Preserve and New Orleans Jazz Historical Park. The first floor contains a Visitor Center which is open 364 days each year and serves approximately 170,000 visitors annually. The Bid Schedule includes the BASE BID and Two BID OPTIONS. The estimated price range is between $25,000 and $100,000. The Government reserves the right to award all, some or none bid items, pursuant to SECTION L provision Additive or Deductive Items, Department of the Interior (JUL 1996). This acquisition is being conducted in accordance with the appropriate combination of the procedures in FAR Parts 13, 14, 15, and or 36, including the use of Standard Form 1442, Solicitation, Offer, and Award (Construction, Alteration, or Repair), for construction contracts.
