Description 

The United States Geological Survey intends to make a non-competitive award for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to Apex Resource Management Solutions Ltd, located in Ottawa, ON, Canada for software updates as a follow-on contract. The Government requires an integrated modeling software package which can do multi-scale stochastic modeling of land change (land use, wildfire, harvesting) and ecosystem carbon dynamics under a range of scenario conditions. Additionally, the software should be freely available and easy to use. Apex¿s ST-SIM software is the only known product which can meet these minimum specifications, specifically the software¿s ability to model changes in both discrete and continuous variables through time in an integrated way. Apex is the sole source for ST-SIM software and the only company with the expertise needed to produce the additional unique tools and modeling needed to complete this project. It was developed by Apex Resource Management Solutions Ltd. and is the only known supplier/maker of this software. Apex owns the intellectual property rights for the underlying programming code for the SyncroSim/ST-Sim software application and is the only company which can make the necessary modifications required by this contract. Furthermore, due to their expertise in landscape modeling and unique familiarity with the underlying software application, Apex is uniquely qualified to provide a wide range of technical support, including model trouble shooting and debugging. This requirement is a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The proposed action will be awarded in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items. All interested parties must include the following: Submission of Questions and Quotes: In accordance with FAR 5.207(c)(16)(i) all responsible sources may submit a quotation which shall be considered by the agency. All Submission of questions and quotes shall only be accepted through electronic mail addressed to the Contracting Officer Gerald Lewandowski at glewando@usgs.gov. All questions and quotes required by this notice must be uploaded and received in their entirety no later than 03:00pm EST on April 13, 2017. Questions and quotes by hardcopy or the FedConnect web portal or Fed Connect Message Center shall not be accepted or considered. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. This notice and any resulting in a solicitation or purchase order conforms to the requirements in place through FAC 2005-95, dated 19 Jan 2017.
