Opportunity: Remove and Dispose Elk Exclusion Fence at Hanford

GENERAL INFORMATION: The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Presolicitation Notice for Remove and Dispose Fire-Damaged Elk Exclusion Fence on Range 12 Fire at the Hanford Reach National Monument at the Mid-Columbia River NWR Complex - Mattawa, WA. From July 30 thru August 03, 2016, the human-caused Range 12 Fire burned approximately 176,000 acres, including approximately 34,681 acres of critical shrub-steppe and riparian habitats within the Fitzner-Eberhardt Arid Lands Ecology (ALE) Reserve of the Hanford Reach National Monument. Within the Range 12 Fire area were previously installed protective fences that were constructed of wood posts, smooth wire, solar panels, gates and associated connectors. These structures are now damaged due to the wildfire and need to be removed and disposed. THE WORK CONSISTS OF: (Refer to the Performance Work Statement for Additional Information) Contractor shall remove and dispose of eleven (11) semi-permanent (i.e. to be moved / removed by USFWS within 3 to 5 years) elk exclosures and associated components that were damaged in the wildfire. Upon completion of each exclosure site and after acceptance by the Technical POC, remediate the exclosure site by re-contouring any soil disturbance and leaving the area clean of all debris. EVALUATION: (Refer to FAR Provision 52.212-2 for Additional Information) The Government will award a contract resulting from this solicitation to the responsive offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: - Offerors shall provide documentation on at least one (1) project which demonstrates their experience with fence construction or removal in a public land setting. Project shall have been completed within the past five (5) years, can be currently ongoing (but at least 25% complete), and does not have to be a Government contract to be considered. SITE VISIT: Offerors are urged and expected to inspect the site where the work will be performed. An organized site visit has been scheduled for March 21, 2017 at 9:00 AM (PDT). Location of the site visit will be at the Horn Rapids County Park off of Highway 225. Participants shall meet at the visitor parking area. In order to participate in the site visit, offerors shall email the Contracting Officer, Mr. Michael Stearns (michael_stearns@fws.gov) and Supervisory Wildlife Biologist, Ms. Heidi Newsome (heidi_newsome@fws.gov), and provide the following information for each attendee: - Name of Company; - Name and Title; and - Phone Number and Email Address Minimum information, listed above, must be provided by March 20, 2017 at 9:00 AM (PDT). Anyone not on the approved list prior to the start time of the site visit may not be allowed to participate. Please note that each company may only be allowed to have one (1) representative at the site visit. This is due to higher-than-expected interest, as well as the limited capacity of Refuge staff. DATES, SET-ASIDE INFORMATION AND GOVERNMENT POC: The solicitation, specifications and other attachments are available for download on FedConnect (http://www.fedconnect.net). The proposal due date is April 04, 2017. In order to view these documents, prospective offerors shall go to FedConnect and click on Search Public Opportunities Only. The anticipated award date will be on or about April 06, 2017. The overall period of performance of the resulting contract will be approximately from Contract Award to July 31, 2017. This is a 100% small business set-aside procurement. The applicable NAICS Code is 238910 (Site Preparation Contractors) with a small business size standard of $15.0 Million.
