NOTICE OF INTENT TO AWARD SOLE SOURCE: Delineation of Recharge Zone (Groundwater Movement) for January-Stansbury and Mitchell Caves in Delaware County, Oklahoma. SPECIAL NOTICE: THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. The intent of this notice is to inform the vendor community of U.S. Fish and Wildlife Ozark Plateau National Wildlife Refuge and Oklahoma Ecological Services Field Office, Oklahoma proposed contract action. This proposed procurement is for items which the government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(b)(1). This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than August 27, 2018, 12:00 Noon ET. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. The U.S. Fish & Wildlife Service intends to award a sole source contract to Ozark Underground Lab Inc., DUNS# 120616677. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The purpose of this procurement is to provide a Recharge Area Delineation study on the surface extent of influence on groundwater in these two caves using state of the art dye tracing techniques. The January-Stansbury and Mitchell Caves are used by federally-listed and other very rare cave-obligate species. Ozark Underground Lab Inc. has expertise in and is focused primarily on land and water issues in karst and fractured rock landscapes such as the project area. Ozark Underground Lab Inc. has previously successfully delineated the recharge area and conducted vulnerability mapping for about 40 cave and spring sites in the Ozarks of Oklahoma, Arkansas, and Missouri. The NAICS code for this requirement is 541690, Other Scientific and Technical Consulting Services with a size standard of $15.0M. A determination by the Government not to compete this requirement based on responses to this notice is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government.
