Cellular (wireless) service - Wapato Irrigation Project The Bureau of Indian Affairs has a requirement for cellular (wireless) service for approximately 55 devices in use at its Wapato Irrigation Project located in Wapato, Washington. This solicitation is for a commercial service and this is the only notice that will be posted. The applicable NAICS for this requirement is 517312, Wireless Telecommunications Carriers (except satellite) and the size standard for small business is 1,500. The devices are a combination of smartphone and non-smartphone (flip phone type) and are owned by the BIA and will not be reprocured. The vendor must possess the capability to provide consistent, uninterrupted cellular service in remote areas of the Yakama Reservation in Washington state, including but not limited to: White Swan, Washington, Ahtanum, Washington, and Satus Ranger Station (closest town: Firwood, Washington) without failures in service or deadzones. The requirement is cell service that will support an Irrigation Project with more than 206 square miles of land in a remote area. The cellular service provided must be consistent and without dead zones as the nature of the work performed by program staff can be hazardous and relies on consistent service coverage and failures in communication can impact life safety. INSTRUCTIONS FOR HOW TO SUBMIT A RESPONSE: Contractors interested in this requirement should submit a response to this notice no later than September 10, 2018 at 5 pm EST. Submit your response via email to: Anita.MacAuley@bia.gov with the subject line "Cellular Service WIP 0040365375". Contents of your response shall include: company information (name, address, DUNS&Bradstreet # (DUNS#), years of experience in providing cellular wireless service in the area. PLEASE NOTE: If your company is a reseller of wireless service and you are interested in this requirement, you must provide with your statement of interest the name of the proposed wireless service carrier. How the government will evaluate information received: The government will evaluate a potential wireless carrier's capability to provide service based on a sampling of specific locations using a smartphone device. Any carrier providing 0 bars of service at the locations noted below will be removed from consideration for this requirement. See below for specific latitude/longitude locations to be evaluated for coverage/deadzones: 1. Toppenish Creek Pump Plant - 46.318980 120.555337 2. West End Stephenson Road - 46.418705 120.712852 3. Toppenish Fish Screen - 46.311413 120.788494 The Government will consider all responses received and submitted by the due date. Responses received will be used to determine procurement method.
