Amendment No. 1 - Vendor questions. This Request for Information is amended to address vendor questions and to extend the due date for submission of vendor capability statements. Please note, there is no solicitation available at this time. This is a Request for Information only. Please see the attached pdf document "Vendor Questions" for a list of vendor questions and government responses about this requirement. (Or see list below). All interested vendors wishing to express their interest in this requirement must do so no later than Monday, September 10, 2018, at 5 pm ET. See below for information on how to submit a response to this notice. The Bureau of Indian Affairs has a requirement for Global Positioning Service (GPS) tracking service for approximately 50 vehicle-mounted units in use at its Wapato Irrigation Project located in Wapato, Washington. This solicitation is for a commercial service and this is a Request for Information only to assist the government in making a determination as to procurement method. The applicable NAICS for this requirement is 517312, Wireless Telecommunications Carriers (except satellite) and the size standard for small business is 1500. The GPS units are Cal Amp Model: LMU-3030; these units are owned by the BIA and will not be reprocured. The vendor must possess the capability to provide consistent, uninterrupted vehicle tracking via cellular network in remote areas of the Yakama Reservation in Washington state, including but not limited to: White Swan, Washington, Ahtanum, Washington, and Satus Ranger Station (closest town: Firwood, Washington). INSTRUCTIONS FOR HOW TO SUBMIT A RESPONSE: Contractors interested in this requirement should submit a response to this notice no later than September 10, 2018 at 5 pm EST. Submit your response via email to: Anita.MacAuley@bia.gov with the subject line "GPS 0040365377". Contents of your response shall include company information (name, address, DUNS&Bradstreet # (DUNS#), years of experience in providing GPS (cellular) service, as well as information showing GPS coverage in the designated areas without failure/dead zones. Evidence of coverage as measured in signal strength is desired at test locations named below; the Government will consider all responses received showing evidence of acceptable signal strength (as measured in bars of signal strength) submitted by the due date. Responses received will be used to determine procurement method. Does one exist? Government response: No. The subject posting is a Request for Information only. No solicitation is available at this time. Vendor question: Are these devices currently active on a cellular network? If so, what carrier? Government response: Yes. The current carrier is US Cellular. Vendor question: If the devices are not active on a carrier network, what network technology must the device use? Are they built for CDMA, HSPA, LTE? Government response: The devices are active on a carrier network. The devices are built for CDMA network. Vendor question: Approximately how much data per month the devices will consume? If not, what is the reporting interval ¿ every 10 seconds, 30 seconds, 2 minutes? What is the typical duty time of the vehicle ¿ 10 hrs / day, 12 hrs/ day? Government response: OBD devices use an estimated 220 bytes/position. The device will collect 1 position per minute while the vehicle is running and 1 position per hour when the vehicle is not running. This comes out to around 8 or 9 MB/month, however, this number is just an estimation. Vendor question: Will the devices require a fixed IP address, or is dynamic IP addressing acceptable? Government response: The devices use a dynamic IP address based on the nearest Cellular tower. Vendor question: Does BIA use a backend software platform to collect vehicle GPS for use by dispatchers? If so, what platform is used? Government response: Actsoft¿s Comet Tracker software is used to collect vehicle GPS positions. Vendor question: How many years will the contract term be? Will the government accept monthly invoices, or are you looking for a fixed annual rate? Government response: No period of performance or invoicing terms are available at this time. *************************************************************************************************
