This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number D17PS00567 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91. This solicitation is being issued as a Total Small Business Set-Aside under NAICS 541990 ($15.0). The U.S. Institute for Environmental Conflict Resolution (USIECR) is seeking a contractor, or team of contractors, to provide stakeholder assessment and stakeholder engagement services. Specific tasks include conduct a stakeholder assessment, develop a stakeholder engagement approach and action plan, prepare a lessons learned report and support other jurisdiction start-up, and provide facilitation services in the implementation of the Action Plan. The period of performance will be November 1, 2017 through October 31, 2018. The Provision at FAR 52.212-1 applies to this acquisition. No addenda apply. The Provision at 52.212-2 Evaluation - Commercial Items is used. The factors to be used to evaluate quotes are Technical Expertise, Past Performance, and Price/Cost. Technical Expertise and Past Performance, when combined, are significantly more important than cost or price. Quotes are to include a copy of the provision at FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, with its offer. The Clause at FAR 52.212-4 and its Alternate I apply to this acquisition. No addenda apply. The Clause at FAR 52.212-5 applies to this acquisition. Several additional FAR clauses cited in the clause are applicable to this acquisition. The Government will award a Firm Fixed Price contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be most advantageous to the Government. Additionally, the offeror is required to provide their Contractor Establishment code (DUNS number). Offerors must be registered in the System for Award Management (SAM) to be eligible for award. For information on registering with the SAM, visit www.sam.gov. The quotes in response to this solicitation are due October 6, 2017 at 3:00 PM Eastern Time. All responses received after the due date and time will not be considered. Offerors are advised that they are responsible for ensuring their quotations have been received prior to the expiration date and time of this solicitation. Any quotations received later than the closing date and time or with missing information requested in this solicitation, will not be considered for award and will be considered as "non-responsive."
