Posted Date: 1 March 2017 Procurement Office: The Department of the Interior (DOI) Interior Business Center (IBC), 7301 West Mansfield Avenue, Lakewood, CO 80235 Response Due Date: 6 March 2016 by 10:00 AM EST NOTICE OF INTENT SYNOPSIS: The Department of the Interior, Interior Business Center, Denver Acquisition Services Directorate on behalf of the Human Resources Directorate (HRD), intends to award a purchase order to Prolifics, Inc. on a sole source basis. The intended procurement is classified under NAICS Code 541511 with a size standard of $27,500,000. This is a sole source procurement under the authority of FAR Part 6.302-1, only the responsible source and no other supplies or services will satisfy agency requirements. This acquisition is conducted under the procedures as described in FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items. Description: 60 Panther JEE AppSvrEng 60 Panther JEE WebAppBkr 3 Panther JEE Client Purpose and Objective: The Interior Business Center's (IBC) Quicktime Time & Attendance System (Quicktime) is an application that provides T&A solutions to IBC customers. Quicktime is developed on Panther framework. The products listed above are owned, distributed, and supported by Prolifics. All software products licensed by Prolifics, to IBC including the software products listed in above are proprietary to Prolifics. Prolifics is the sole source of such software products in the United States. The named software products are required to operate and maintain the Quicktime application. There are no other products that can be used in place of the listed products without requiring a re-write to the Quicktime application. Period of Performance: Twelve (12) months This notice of intent to award a sole source purchase order is NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION WLL NOT BE ISSUED. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirements, and include: the Dun & Bradstreet Number (DUNS), and the Taxpayer Identification Number (TIN). All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be retained as Market Research. All responses must be received by 10:00 am EST on Monday, 6 March 2017 and must reference number D17PS00305.
