Description 

This is a PRESOLICITATION NOTICE for commercial services prepared in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition, procedures. The Department of Interior, Bureau of Indian Affairs, Southern Plains Regional Office, P.O. Box 368, 100 Riverside Drive, Anadarko, OK 73005, intends to issue solicitation A17PS00686 for Part-Time Adjunct Instructor Support Services for Haskell Indian Nations University located at 155 Indian Avenue, Lawrence, Kansas 66046. The NAICS code is 611710 - Educational Support Services, and the Small Business Standard is $15 Million. The solicitation will be set aside under DIAR 1452.280-1 Notice of Indian small business economic enterprise set-aside. Notice of Indian Small Business Economic Enterprise Set-aside (JUL 2013) Under the Buy Indian Act, 25 U.S.C. 47, offers are solicited only from Indian economic enterprises (Subpart 1480.8) that are also small business concerns. Any acquisition resulting from this solicitation will be from such a concern. Offers received from enterprises that are not both Indian economic enterprises and small business concerns will not be considered and will be rejected. Requirement description as follows: Providing higher education staffing services for part-time adjunct instructors for Haskell Indian Nations University. The Contractor shall employ appropriately credentialed adjunct instructors to teach college level courses that fulfill accreditation requirements. Haskell operates on a semester basis, with classes also being offered for summer school as funds are available. All courses listed in the Haskell catalog will not be provided in a single semester, instead these courses are offered over the course of the academic year. Resulting contract will have a base year and one option year with base year POP of 1 August 2017 through 31 July 2018. The Government intends to evaluate offers and award a single firm fixed price (FFP) contract to a single offeror who is determined most advantageous considering technical approach to the job including methods of recruiting qualified personnel, past performance including a minimum of three recent similar contracts, and price. It is anticipated that the solicitation will be posted via FedConnect/FBO on or around 6 JUNE 2017 with a closing date of 6 JULY 2017. Interested parties are solely responsible for monitoring the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Contractors must be registered in the System for Award Management [SAM] database in order to be considered for award.
