This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, 140S0319Q0003, is issued as a request for quotation (RFQ). A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-05. This solicitation is 100% Total Small Business set-aside, the associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; and the small business size standard is 1,000 employees. This combined synopsis/ solicitation is for the following commercial items: Contract Line Item Number (CLIN) 0010: 1 each Thermo Scientific Niton XL5 handheld XRF analyzer or equal Contract Line Item Number (CLIN) 0020: 1 each XL5 Mining and Soils Calibration Bundle or equal Contract Line Item Number (CLIN) 0030: 1 each XL5 Mini Test Stand or equal Contract Line Item Number (CLIN) 0040: 1 each XL5 Holster or equal Contract Line Item Number (CLIN) 0050: Shipping See the Statement of Work (SOW) for a better description of requirements. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. The Government will award a fixed-price purchase order resulting from this solicitation to the lowest price technically acceptable responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, ability to meet the needs of the Government, price, and delivery considered. The offeror must either have a completed profile at the web site https://www.sam.gov or include with the offer a completed copy the Online Representations and Certifications Application (ORCA), which is the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
