The Department of Interior, Bureau of Reclamation (Reclamation), Missouri Basin Regional Office intends to solicit sealed bids the construction of approximately 1,150 linear feet of riprap revetment along the shoreline of Belle Fourche Reservoir at Middle Point. The work under this requirement is located at Belle Fourche Reservoir and is 6 miles east and 3.5 miles north of the City of Belle Fourche in Butte County, South Dakota. The principal components of the work to be performed include the following tasks: ¿Constructing approximately 1,150 linear feet of riprap revetment at two sites located along the shoreline. This shall include stripping existing topsoil and excavation/ embankment at cutbanks to form a 3:1 subgrade slope. ¿Installing geotextile on the prepared subgrade and placing riprap rock on the geotextile covered surface. ¿Placing 3-inches of salvaged topsoil on exposed slopes. ¿Seed and mulch all disturbed areas. Pursuant to Part 14 and Part 36 of the Federal Acquisition Regulations, Reclamation intends to issue an Invitation for Bid (IFB) on or around June 25, 2020. The IFB will be available for viewing through electronic commerce. Reclamation will issue IFB Number 140R6020B0002 via https://beta.sam.gov/search?index=opp, at the link provided in this notice. Interested vendors may also check https://www.fedconnect.net/FedConnect/Default.htm. Sealed bids will be due on or around July 27, 2020 at Reclamation¿s Missouri Basin Regional Office, 2021 4th Avenue North, Billings, Montana. All responsible small business sources may submit a sealed bid. The estimated price range of this acquisition is between $250,000 and $500,000. Reclamation anticipates issuing the IFB under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237990 and the associated Small Business Size Standard is $39.5 Million. The RFQ and any subsequent amendments and/or notices will be available to vendors on these websites after June 25, 2020. The Government anticipates award of this procurement on or around August 9, 2020. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 120 calendar days. The time stated for completion shall include final cleanup of the premises. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
