Description 

Lake Mohave Razorback Sucker Monitoring The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation), Lower Colorado Region has a requirement for monitoring of the Razorback Sucker, one of four large bodied river fish species native to the Colorado River Basin. This fish is currently listed as endangered under the authority of the Endangered Species Act of 1973. The Contractor shall monitor Lake Mohave, AZ-NV to assess the current razorback sucker population(s). In addition, efforts will be made to determine the age of captured individuals and identify any recruitment pattern apparent from the population age structure. A report will be written describing methods, a summary of results, discussion of any problems or situations that may have occurred throughout the project, and conclusions. The Contractor will attend and present data at the Annual Colorado River Aquatic Biologists (CRAB) meeting, provide monthly data collection reports, one draft report, and one final report for review by Reclamation. The Contractor will address all of the review comments from the draft report and make revisions as necessary before submitting the final report. This requirement is restricted as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code assigned to this project is 541690, Other Scientific and Technical Consulting Services with a corresponding small business size standard of $15M. This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Items, and FAR 15 Contracting by Negotiation. The Government contemplates award of one firm fixed price contract with a base year and 4 1-year option periods. The solicitation and any amendments to the solicitation will be available only through Federal Business Opportunities (FBO) (www.fedbizopps.gov) website and the FedConnect website (https://www.fedconnect.net/). All proposals, and other normal documents required for the proposal submittal, including amendments to the proposal, shall be in paper medium. Electronic medium for the proposal documents will not be allowed.
