Opportunity: Synopsis of Proposed Contract Action

U.S. Bureau of Reclamation, Columbia-Pacific Northwest Regional Office intends to award a sole-source, Firm-Fixed Price contract to Cardno, Inc., 801 2nd Ave. Ste 1150, Seattle, WA 98104-1544, a large business. This requirement is to provide Engineering Support during the construction phase of the Longley Meadows Rehabilitation Project. Cardno, Inc. has produced all phases of design and has assisted Reclamation in planning the project with local stakeholders. As the Engineer of Record, Cardno assumes full liability for the design plans they created for this project. This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions". Additionally, in accordance with FAR 6.302-(b)(1)(i), the item to be purchased is available from only one source. The NAICS code is 541330, Engineering Services. The size standard as defined by the U.S. Small Business Administration is $16.5M. If any firms believe they can provide this product they must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement to smcooper@usbr.gov within 3 business days of this notice. No solicitation package is available and telephone requests will not be honored. Any information received will be treated as market research information for future or similar acquisitions. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
