Notice of Intent to Sole Source This notice is not a request for competitive quotes. The Bureau of Reclamation, Pacific Northwest Regional Office intends to award a Purchase Order for Law Enforcement Patrol Services for Ririe Dam, Reservoir, and surrounding areas on Bonneville County, Idaho to the Bonneville County Sheriff¿s Office. Reclamation has authority to establish contracts with local law enforcement agencies to enforce state and local regulations, as appropriate. Reclamation has determined the Bonneville County Sheriff¿s Office to be the only reasonably available source to successfully complete the required services due to its full arrest authority and jurisdiction in Bonneville County. The resulting Purchase Order will be for a 12-month base period. The Purchase Order will also include four (4) 12-month option periods; to be exercised at Reclamation¿s discretion. Reclamation believes that only one responsible source can fully provide the services that will satisfy the Agency's requirements. A Justification for Other Than Full and Open Competition is being prepared. The Government anticipates award by January 2020. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services and have FULL ARREST AUTHORITY in Bonneville County, Idaho may identify themselves and give written notification to the Contract Specialist no later than October 16, 2019. Responses to this notice can be emailed to the Contract Specialist at ccalleja@usbr.gov. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a small business or an other than small business under North American Industry Classification System (NAICS) Code 561612. The applicable Small Business Size Standard is $22 million. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any contractor interested in doing business with the Federal Government must register in the System for Award Management (SAM) database prior to submitting a quote in response to the solicitation. SAM is a Federal Government owned and operated FREE website at www.SAM.gov. All invoices for this procurement must be submitted through the Department of Treasury's Invoice Processing Platform located at www.IPP.gov.
