Quotes submitted in response to Combined Synopsis/Solicitation 140P1418R0009 are due by 03/23/2018 at 1300 hours MDT. Contractor acknowledgement of this Amendment is required. The purpose of this amendment is to incorporate the following changes into Solicitation 140P1418R0009. Changes made herein are within the original intent and scope of the solicitation (reference the attached, revised Solicitation). Section M - Evaluation Factors for Award A. M-1, Evaluation Factors: 1. Remove Past Performance from this section in entirety. Note: The Contracting Officer will consider the offeror's past performance as part of the responsibility determination, but not as an Evaluation Factor. B. M-2, Award Determination: 1. Remove Past Performance from this section in entirety. The Contracting Officer must consider several other eligibility requirements in the selection process which are important, but not quantified as selection factors. These include, but are not limited to agreement by the Offeror to all general and special contract provisions and clauses. In addition, a determination of responsibility must be made by the Contracting Officer in accordance with provisions of Federal Acquisition Regulations, Part 9.1. In order to be determined responsible, a prospective contractor must have adequate financial resources to perform the contract or the ability to obtain them; be able to comply with the required or proposed delivery or performance schedule taking into consideration all existing commercial and Governmental business commitments; have a satisfactory performance and safety record; have a satisfactory record of integrity and business ethics; have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them, and be otherwise qualified and eligible to receive an award under applicable laws and regulations. PER AMENDMENT-0002, The Contracting Officer will consider the offeror's past performance as part of the responsibility determination, but not as an Evaluation Factor or as a part of the Award Determination.
