Opportunity: NT-20-07 AIR QUALITY MODELING

This notice is in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a time-and-materials (T&M) type of purchase order on a sole source basis to the Eastern Research Group, Inc. (ERG) for the response to peer review comments on the Air Quality Modeling in Gulf of Mexico Region (GOMR) Report, pursuant to FAR part 13-Simplified Acquisition Procedures and in accordance with FAR 13.106-1(b)-Soliciting from a single source. The Government has a need for a contractor to provide feedback on peer review comments made on the Air Quality Modeling in GOMR Study. ERG conducted the original research study and therefore, has the historical knowledge and expertise to respond accurately and provide feedback on the peer review comments made on the research report. This requirement is a logical follow-on necessary to generate a final research report that has undergone peer review and possibly be available for future publication. Because ERG serves as the original author of the report, BOEM has determined there is no other vendor that can reasonably provide the required services without causing unnecessary delays and duplication of cost. It is anticipated that award of a non-commercial purchase order will occur on or before April 24, 2020 with an 18-month period of performance. The applicable NAICS Code is 541620. This is NOT a request for competitive quotes. This notice of intent is for informational-purposes only. However, all responsible sources may submit a capability statement, which shall be considered by the agency if received by the Point of Contact (POC) listed below by close of business April 15, 2020 (reference Solicitation No. 140M0120Q0020). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
