This Request For Quote (RFQ) is being conducted under NAICS code 236220 Commercial and Institutional Building Construction. This procurement is a 100% total set aside for small business under NAICS code 236220. To be a small business under this NAICS code a company must have $36.5M or less in average annual receipts in this category. All contractors wishing to do business with the federal government must have an active entry in the SAM computer system (https://www.sam.gov) and not be debarred from federal contracting. The method of source selection for this brand name or equal product is Lowest Priced Technically Acceptable (LPTA). The standard for technically acceptable is the specifications (salient characteristics) given in the Scope Of Work. The BLM - Utah does not in any way favor the brand name being used. The BLM - Utah is using the brand name merely as an example of a product that meets the functionality / performance / specifications of what BLM - Utah requires. Offerors of products that have similar functionality / performance / specifications are encouraged to submit quotes for the consideration of BLM - Utah. The determination of if a proposed "equal" product is, indeed, "equal" is the sole determination of BLM - Utah.
