GOLDEN EAGLE MONITORING This is a notice of intent to award a noncompetitive purchase order to Bloom Biological, Inc, Santa Ana, CA for Trapping, Tagging and Sampling of Golden Eagles. The U.S. Geological Survey, Western Ecological Research Center, San Diego, requires services for trapping, tagging and sampling of approximately two adult golden eagles in coastal Southern California, capture of approximately 20 adult golden eagles to remove telemetry units, and helicopter nest surveys to determine nesting status and reproductive success. The government intends to award this requirement noncompetitively in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items, to Bloom Biological Inc. Bloom Biological Inc. is currently the only permitted Golden Eagle trapper allowed to trap adult Golden Eagles in the coastal southern California region. Permits are limited in order to protect the species and can take a minimum of one year to obtain. No other firm has the permits in the Southern California region of study to allow competition. All responsible sources may submit a quotation which shall be considered by the agency. All quotations or inquiries must be submitted to the Contract Specialist via email at dallan-loucks@usgs.gov, no later than the closing date of this announcement at 17:00 EST. As required by FAR 5.101(a)(1), Request for Quote 140G0319Q0087 is available by contacting the Contract Specialist at dallan-loucks@usgs.gov. The NAICS code for this action is 541620, Environmental Consulting Services, for which the associated revenue size is $15,000,000.00. This notice and any resulting solicitation and/or award conform to the requirements in place through FAC 2019-01, effective 22 Jan 2019.
